KHNOG Fellowship Program aims to encourage individuals with a strong interest in Internet technologies, network operations, and Internet governance and public policy to participate in KHNOG activities and engage with the local, regional, and global Internet community.
The program provides selected Fellows with the opportunity to participate in the KHNOG Conference and Workshop, together with financial support in transportation, accommodation, and other participation-related expenses.
By reducing barriers to participation, the program seeks to support individuals who demonstrate strong motivation and potential to broaden their knowledge, gain practical experience, and build connections within the Internet community.
Through this initiative, KHNOG aims to develop the next generation of professionals and community members who will continue contributing to Internet technologies, network operations, Internet governance, and the sustainable development of Cambodia's Internet community.
Applicants must meet the following requirements:
Applicants from universities, network operators, Internet service providers, government agencies, research institutions, civil society, technical communities, and other Internet-related stakeholder groups are encouraged to apply.
Applicants must submit their application through the official KHNOG Fellowship Program online application form (https://fellowship.apnic.net/) during the designated application period.
Applications will be accepted from 16 September 2026 until 06 October 2026.
Applicants are responsible for ensuring that the information provided in their application is complete and accurate.
Applications will be evaluated based on the following criteria:
The applicant's experience and level of involvement in local, regional, or global activities related to Internet technologies, network operations, Internet infrastructure, or Internet governance, including any demonstrated contributions to these communities.
The applicant's ideas, experience, or demonstrated efforts in promoting gender equality, encouraging participation from diverse communities, improving accessibility, or reducing barriers to participation in the Internet community.
The applicant's background and the stakeholder community they represent, as well as the potential value of increasing participation from that stakeholder group within the KHNOG community.
The financial, geographical, institutional, resource-related, or other barriers that may limit the applicant's ability to participate, and the extent to which fellowship support would enable their participation and future contribution to the Internet community.
The applicant's motivation to participate in KHNOG activities, expected learning outcomes, and potential to apply or share the knowledge gained through the Fellowship with their organisation, institution, local community, or the wider Internet community.
The KHNOG Fellowship Committee will review eligible applications and conduct the selection process from 07 October 2026 to 13 October 2026.
Selected Fellows are expected to be announced on 14 October 2026. Successful applicants will also be notified individually by email.
Selected applicants must confirm their acceptance of the Fellowship by 21 October 2026.
If a selected applicant does not confirm their participation by the specified deadline, KHNOG reserves the right to offer the Fellowship to another applicant.
Depending on the Fellowship category, selected Fellows may receive the following support:
The number of Fellowships available will be determined based on the annual KHNOG Fellowship budget, sponsorship support, and overall event planning.
The final number of Fellows and Fellowship categories offered will be subject to KHNOG's final announcement.

Fellows are strongly encouraged to remain involved with KHNOG and the wider Internet community after completing the Fellowship, including through volunteering, mentoring, presenting, training, or participating in future community activities.
Applicants should carefully consider their availability before applying and ensure that they are able to participate fully in all activities associated with the Fellowship category for which they are selected.
Transportation and accommodation will be arranged by KHNOG. Fellows are required to coordinate closely with the KHNOG team to ensure that the necessary arrangements can be made in a timely manner. Once the arrangements have been confirmed and agreed upon, Fellows are expected to comply with them.
Any expenses exceeding the Fellowship allowance will be the responsibility of the Fellow.
Fellowship support is intended specifically to facilitate participation in KHNOG activities and may not be transferred to another person.
KHNOG reserves the right to modify the Fellowship arrangements, selection timeline, number of Fellows, or level of financial support where necessary due to operational, budgetary, or other circumstances.
Submission of an application does not guarantee selection for the Fellowship.
